[사건의내막 / 박연파 기자] = 중소벤처기업부는 11월 1일부터 기업의 사회적 가치를 화폐 단위로 측정할 수 있는 ‘사회적 가치 자가측정 서비스’를 제공한다고 31일 밝혔다.
사회적 가치란 경제, 사회, 문화, 환경 등 사회 각 분야에서 공공의 이익과 공동체 발전에 기여하는 가치이다.
기업은 이번 서비스를 통해 7개 중점 사회영역에 대한 사회적 가치를 스스로 측정할 수 있다.
7개 중점 사회영역은 ▲취약계층 소득증대 ▲자원 선순환을 통한 폐기물 배출 감소 ▲교육·훈련 접근성 개선 ▲건강증진 접근성 개선 ▲장애인 보조 제품·서비스 접근성 개선 ▲대기·수질오염 저감 ▲재생에너지 확산을 통한 탄소중립 기여 등이다.
‘보고서 생성’ 기능으로 만들어지는 사회적 가치 측정 결과인 임팩트 보고서는 최종적으로 화폐단위로 환산된 사회적 가치를 보여준다.
앞서 중기부는 사회문제를 해결하면서 경제적 이익을 얻는 소셜벤처의 자생적 움직임을 사회경제 전반으로 확장시키기 위해 지난 2018년 5월 소셜벤처 활성화를 통한 일자리 창출 방안을 발표했다.
이 대책의 일환으로 소셜벤처를 정책대상으로 지원할 수 있도록 소셜벤처 판별 기준을 만들고 나아가 소셜벤처가 창출한 사회적 가치를 종합적으로 반영한 가치평가모형을 민간과 함께 개발해왔다.
중기부는 사회적 성과 측정체계 마련을 위해 지난 2020년 가치평가모형 개발에 착수, 사회적 가치를 측정할 중점사회영역 선정, 표준 지표 및 산식을 개발했으며 이달 사회적 가치 자가측정 서비스 시스템 구축을 완료했다.
사회적 가치 측정을 원하는 기업은 누구나 무료로 자가측정이 가능하다.
중기부는 기업에서 자가측정한 보고서에 대한 검증을 원하면 기술보증기금을 통해 무료 검증 서비스를 제공한다.
서비스는 소셜벤처기업 종합지원 포털사이트인 소셜벤처스퀘어 누리집 내에 구축돼 있으며 기술보증기금에서 운영·관리한다.
서비스 이용에 관한 문의사항은 기술보증기금 소셜벤처가치평가센터를 통해 안내받을 수 있다.
이영 중기부 장관은 “사회적 가치 측정서비스를 통해 생성되는 임팩트 보고서가 정부 지원정책과 민간영역 등 다양한 분야에서 활용되기를 바란다”고 밝혔다.
이어 “이번에 제공하는 7개 중점사회영역 이외에 추가로 돌봄 서비스 접근성 개선, 적정 주거 접근성 개선, 기타 환경기술을 통한 기후변화 대응 등 3개 영역에 대해서도 시스템에 적용해 서비스를 제공할 계획”이라고 말했다.
