산업부는 핵심원자재법 초안은 EU 역외 기업에 대한 차별적인 조항이나 원자재 현지 조달 요구를 담지 않고 있고, 탄소중립산업법도 EU 역내 기업과 수출기업에 동일하게 적용될 것으로 보인다고 분석했다.

 

산업부는 두 법안이 EU 집행위원회 초안인 만큼 향후 유럽의회·각료이사회 협의를 거쳐야 해 입법 과정에 1∼2년이 소요될 것으로 내다봤다.

산업부에 따르면 EU 집행위는 16일(현지시간) 2030년까지 EU의 전략 원자재 소비량의 65%이상을 특정한 제 3국에서 수입하지 못하도록 제한하는 핵심원자재법을 발표했다.

 

EU는 이를 토대로 역내 대기업 중 전략 원자재를 사용하는 기업을 대상으로 공급망 감사를 하겠다고 밝혔다.

 

또 2030년까지 EU 원자재 소비량의 10% 역내 채굴, 40% 가공, 15% 재활용을 목표로 회원국이 오염물질 수집·재활용 관련 조치를 마련할 것을 규정한다는 방침이다.

 

이날 EU가 함께 초안을 공개한 탄소중립산업법에는 태양광·배터리·탄소포집 및 저장 등 8가지를 ‘전략적 탄소중립 기술’로 규정하고 관련 산업의 역내 제조 역량을 2030년까지 40% 끌어올리겠다는 내용이 담겼다.

 

EU는 탄소중립 기술 관련 역내 신규 사업에 대해서는 허가 기간이 최대 18개월을 넘지 않도록 제한하고 규제 샌드박스를 도입해 행정 절차를 간소화한다는 방침이다.

 

특히 EU 내에서 관련 공공조달 입찰을 심사할 때 특정국 부품 의존도 65% 초과 여부와 지속가능성을 고려하겠다고 밝혔다.

 

정부는 법안의 업종별 영향과 세계무역기구(WTO) 규범 위반 여부를 분석하고 구체적인 대응계획을 수립해 우리 기업의 부담은 최소화하고 기회요인은 극대화할 수 있도록 EU 당국과 협의를 지속한다는 방침이다.

 

산업부는 그간 EU에 핵심원자재법이 역내와 역외 기업에 투자·인허가·인센티브를 차등 적용하지 않아야 하고, 현행 노동·환경 규범과 조화를 이뤄야 한다는 입장을 지속적으로 전달해 왔다.

 

산업부는 EU의 법안 발표에 앞서 작년 10월과 11월에 이어 올해 1월까지 세 차례 민관합동 간담회를 개최해 업계·전문가 의견을 수렴한 바 있다.
