아프리카 7개국에 다수확 벼 종자와 생산 체계를 지원하는 ‘한국형 라이스벨트’(K-라이스벨트) 사업도 활성화 시킬 방침이다.
농림축산식품부는 윤석열 대통령이 20일 주요 7개국(G7) 정상회의 ‘식량·보건·개발·양성평등 확대 세션’에 초청국으로 참석해 이 같은 내용의 ‘글로벌 식량안보 강화 방안’을 발표했다고 밝혔다.
방안에 따라 정부는 우선 내년부터 WFP를 통한 인도적 쌀 지원 규모를 확대한다. 우리나라는 지난 2018년 식량원조협약(FAC) 가입한 뒤 매년 쌀 5만톤을 식량위기국의 난민과 이주민 등 300만~400만명에게 지원해 왔다. 올해 원조 대상 국가는 예멘, 케냐, 우간다, 에티오피아, 시리아, 아프가니스탄 등이다.

정부는 ‘아세안+3 비상 쌀 비축제(APTERR)’ 기여 규모도 확대하기로 했다. 우리나라는 지난 10년 동안 APTERR을 통해 베트남, 미얀마, 필리핀, 라오스, 캄보디아 등 5개국에 총 1만 9000톤의 쌀을 지원해 왔다.
아울러 세네갈·감비아·기니·가나·카메룬·우간다·케냐 등 아프리카 7개국을 대상으로 하는 ‘한국형 라이스벨트’(K-라이스벨트)사업도 확대한다는 계획이다.
통일벼 기반 다수확 벼 종자를 생산·보급할 수 있는 체계를 만들어주고 관개시설 구축, 농기계 보급, 수확 후 처리기술 전수 등 연관산업 및 인프라를 포괄적으로 지원해 나가는 게 K-라이스벨트 사업이다.
올해 벼 종자 2000여톤 시범생산을 시작으로 2027년부터 7개국에 매년 벼 종자 1만톤을 생산·보급해 연간 약 3000만명에게 안정적으로 식량을 공급하는 게 K-라이스벨트 사업의 목표다.
이와 관련 이번 회의에서 주요 7개국(G7)과 우리나라를 비롯한 초청국은 ‘회복력 있는 세계 식량안보를 위한 히로시마 행동 성명’을 채택했다.
성명은 긴급한 식량 위기 대응, 미래 식량안보 위기 대비, 회복력 있는 세계 식량안보 및 영양 증진을 위한 국제사회의 협력 강화를 골자로 한다.
농식품부 관계자는 “이번 주요 7개국(G7) 정상회의를 통해 글로벌 식량안보 강화를 위한 우리의 기여를 알리고 책임감 있는 국제사회 일원으로서의 위상을 확인했다는 데 큰 의의가 있다”며 “이에 상응하도록 향후 쌀 원조 규모 확대, 한국형 라이스벨트(K-Ricebelt) 구축 등의 후속 조치를 차질없이 이행하겠다”고 밝혔다.
