Shinhan Card's big data is used for social security policy research
[The story of the case / Reporter Park Yeon-pa] = Shinhan Card is conducting big data research to improve social security policies in collaboration with the Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs. This is considered to be the first case in which government ministries, national research institutes and private financial institutions participate since the enforcement of the Data 3 Act.
Shinhan Card (President Lim Young-jin) announced on the 14th that it has signed a business agreement (MOU) with the Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs to strengthen the analysis of data-based social security policies. The signing ceremony was held at the Westin Chosun Hotel in Jung-gu, Seoul, with officials including Minister of Health and Welfare Park Neung-hoo, Lim Young-jin, president of Shinhan Card, and Cho Heung-sik, president of the Korea Institute for Health and Social Affairs.
Through this agreement, the Ministry of Health and Welfare will be able to analyze social security policies in a more three-dimensional manner by combining the public sector data accumulated by Shinhan Card and the big data on household consumption. Research to improve the quality of life of the vulnerable, such as consumption of single-person households and households with disabilities, and sales changes of small self-employed persons, which are difficult to analyze with public data alone, is possible. It is expected that social policy can be improved more effectively by quickly and accurately grasping the effects of social security policies according to various variables such as occupation, age, and region.
First, we plan to analyze the effect of the child care coupon payment policy implemented to overcome the Corona 19 crisis, and gradually expand it to analyze various social security policies. In addition, if the practical effect through joint research is verified, the scope of research will be expanded not only to social welfare but also to other public fields such as medical and health care.
In the future, each institution will work together to operate a working-level council, research on the use of big data, and nurture experts in big data analysis.
Meanwhile, Shinhan Card has been carrying out 300 data projects with 130 institutions and companies for the purpose of ‘creating social big data values in which both the public, public institutions and private companies can co-exist.’ In addition, from the beginning of the Corona 19 crisis, it has provided real-time payment information and consumption trend data by region and industry to the central government and local governments, and actively cooperated in preventing the spread of infection and supporting damage.
