[사건의내막 / 문홍철 기자] = 국무조정실은 14일 제1차 지속가능발전 국가위원회 회의를 열어 제1기 위원회의 중점 추진과제 등 운영방향과 국가지속가능성지표(K-SDGs 지표)에 따른 평가에 대해 논의했다고 밝혔다.
이날 회의는 정철영 위원장(서울대 명예교수) 주재로 민간위촉위원 23명, 중앙행정기관 12명, 지방자치단체 소속 지속가능발전 지방위원회 위원장 11명 등 모두 46명이 참석했다.
국가위원회는 안건의 효율적 심의를 위해 민간위촉위원 전원을 전문분야에 따라 전략, 경제, 사회, 환경, 협력 등 5개 분과 전문위원회에 배치하고, 분과위원회별로 전문위원을 2~3명씩 추가로 위촉해 운영하기로 했다.
앞으로 전문위원회별 또는 전문위원회 간 합동의 심의·조정기능을 강화해 지속가능발전 목표 달성을 위한 다양한 정책 간의 정합성을 높여 나갈 계획이다.
국가위원회는 임기(2년) 중 추진할 중점과제로 우선, 2020년 마련한 국가지속가능발전지표 체계를 재검토해 지속가능기본법 취지에 맞게 개편하고, 이를 반영해 내년도에 지속가능발전 국가기본전략을 수립하는 데에 역량을 집중하기로 했다.
아울러, 지속가능발전에 관한 지식과 정보를 국민이 더욱 쉽게 접근할 수 있는 방식으로 보급하기 위해 전문기관 지정 등을 통해 인터넷 정보포털을 내실 있게 운영하는 방안도 신속하게 추진하기로 했다.
또한, 위원회는 기존 국가지속가능발전지표에 따른 지속가능성 평가에 대해 논의했다.
평가결과(안) 점검과정에서 제기된 설정지표의 여러 한계점을 확인했고, 추가 심의를 통해 개선 방향을 도출한 뒤 내년도에 수립하는 제5차 국가기본전략에 반영할 계획이다.
정철영 위원장은 “지속가능한 대한민국을 만들기 위해 관련 정책들을 종합적으로 심의·검토할 수 있는 지속가능발전 국가위원회의 활약이 기대된다”고 말하고 “소외되는 삶이 없고 미래 세대가 같이 살 수 있는 사회가 될 수 있도록 최선을 다하겠다”고 강조했다.
한편, 이날 회의 개최 전에 한덕수 총리 주재로 위원장 등 민간위원에 대한 위촉장 전수식을 진행했다.
한 총리는 “지속가능한 발전은 우리 세대와 미래 세대의 조화로운 삶을 위한 가장 포괄적이고도 최상위에 있는 정책목표이므로, 새 법에 따라 출범한 지속가능발전 국가위원회가 주요 정책에 대한 가감 없이 조언해 우리나라의 지속가능발전을 위한 명실상부한 구심점으로 자리 잡을 수 있도록 노력해 달라”고 당부했다.
