브레이크뉴스 임국정 기자 = 우원식 국회의장이 27일 한덕수 대통령 권한대행 겸 국무총리에 대한 탄핵소추안 표결 의결정족수를 '재적의원(300명) 과반수'라고 밝혔다.

우 의장은 이날 열린 국회 본회의에서 한 권한대행 탄핵안을 상정하며 "이 안건은 국무총리 한덕수에 대한 탄핵안"이라며 "그러므로 헌법 제65조 2항에 따라 재적의원 과반수의 찬성으로 의결한다는 점을 말씀드린다"라고 말했다.

그는 "이 안건에 대한 의결정족수에 대해 일부 의견이 있지만, 국회 탄핵소추 의결은 직의 파면을 요구하는 것이고, 이 안건의 탄핵소추 대상자는 헌법에 따라 대통령의 권한을 대신해 행사하는 국무총리"라며 "헌법은 대통령에 대해서만 가중의결 정족수를 규정하고 있다"라고 주장했다.

이어 "의장은 국회법 제10조에 따라 국회 의사를 정리할 권한이 있으며, 이 안건에 의사진행을 위해 헌법학계와 국회 입법조사처의 의견을 종합적으로 검토해 의결정족수를 판단했다"라고 전했다.

이에 따라 한 권한대행 탄핵안은 사실상 국회 통과 수순을 밟게 됐다. 더불어민주당을 포함한 야당이 재적의원 과반인 192석을 점하고 있기 때문이다.

여당인 국민의힘은 우 의장의 발언에 크게 반발하며 의장 앞으로 몰려나가 '원천 무효', '직권 남용', '의장 사퇴' 등의 구호를 외쳤다.
