[사건의내막 / 문홍철 기자] = 정부와 지자체가 내년에 3조 3000억 원 규모의 창업지원사업을 추진한다.

 

중소벤처기업부는 오는 31일 3조 2940억 원 규모의 내년 중앙부처 및 지자체 창업지원사업 통합공고를 한다고 30일 밝혔다.

 

이번 창업지원사업 통합공고에는 101개 기관의 429개 창업지원사업이 포함됐고, 전체 예산은 3조 2940억 원이다.

 

중기부는 창업기업 및 예비창업자에게 창업지원사업 정보를 일괄적으로 알기 쉽게 제공하기 위해 2016년부터 창업지원사업을 통합공고해 오고 있다.

 

지원사업 유형별(8개)로는 융자가 1조 5552억 원(12개 사업)으로 가장 높은 비중(47.1%)을 차지하고, 사업화 7666억 원(23.3%), 기술개발 6292억 원(19.1%)이 뒤를 이었다.

 

중기부가 2조 9499억 원(중앙부처의 94.6%)으로 가장 많은 예산을 지원하며, 문체부(530억 원), 과기정통부(454억 원), 환경부(237억 원) 등 중앙부처(13개)는 모두 3조 1190억 원(87개 사업)을 지원한다.

 

특히, 통일부와 방위사업청은 내년부터 처음으로 창업지원사업을 신설한다.

방사청은 방산혁신클러스터(대전, 구미), 국방기술 창업경진대회 등 3개 사업에 13억 원을 지원하고, 통일부는 북한이탈주민 기창업자 경영개선자금 지원사업, 경영컨설팅 지원사업 등 3개 사업에 8억 원을 지원할 예정이다.

 

광역 17개, 기초 71개 지방자치단체는 서울(382억 원), 경기(200억 원), 경남(186억 원) 등에서 모두 1750억 원을 투입해 342개 사업을 추진할 계획이다.

 

먼저, 사업화를 위해 중기부는 시스템반도체, 바이오·헬스 등 10대 신산업 분야의 유망 창업기업을 선발해 사업화 및 성장을 지원하는 ‘초격차 스타트업1000+ 프로젝트’를 통해 1310억 원 규모로 669개 사를 지원한다.

 

혁신기술을 보유한 벤처·스타트업이 대기업의 수요에 맞춰 협업하도록 예산 70억 원으로 50개 사 내외를 지원하는 ‘딥테크 밸류업 특화 프로그램’을 신설한다.

 

환경부는 ‘에코스타트업 지원사업’을 통해 예산 230억 원으로 녹색산업분야 유망 창업 아이템이 있는 예비창업자와 창업기업 210개 사를 대상으로 창업자금 지원 및 육성 프로그램을 시행한다.

 

이어서, 기술개발을 위해서 중기부는 ‘창업성장기술개발’ 사업을 통해 643억 원 늘어난 5960억 원으로 업력 7년 이하이고 연 매출액 20억원 미만인 1050여 개 창업기업에 최대 3년 동안 15억 원의 기술개발비를 출연 지원할 계획이다.

 

과기정통부는 2개 사업 247억 원 증가한 312억 원으로 ‘공공기술기반 시장연계 창업탐색지원(107억 원, 실험실 창업팀 100개 팀 지원)’, ‘실험실 특화형 창업선도대학 사업(107억 원, 116개 실험실)’ 등 4개 사업을 통해 대학·연구기관의 연구원이 창업하는 것을 돕는다.

 

또한, 중기부는 창업기업이 글로벌 선도기업과 협업해 해외시장 진출 기회를 가질 수 있도록 ‘글로벌 기업 협업 프로그램’을 통해 530억 원으로 353개 사를 지원할 예정이고, 내년부터 신규로 ‘스타트업 법률지원사업’을 신설해 18억 원의 예산으로 규제, 자금, 투자, 계약 등 법률 상담으로 600개 사를 지원할 예정이다.

 

문체부는 ‘글로벌 진출지원 프로그램’을 통해 콘텐츠 분야 스타트업의 해외진출, 투자유치 및 글로벌 교류의 장을 마련하기 위해 예산 25억 원으로 85개사 내외를 지원한다.

 

이와 함께, 중기부는 성실하게 경영했으나 실패한 기업인이 재도전할 수 있도록 재창업 융자자금을 1000억 원 증가한 2000억 원으로 확대 지원한다.

 

지자체에서는 경기도(기술창업 재도전 지원, 3억 원), 광주시(창업재도전 지원, 2억 원), 제주도(청년 다시-DREAM 재창업 지원, 1억 4000만 원) 등이 교육, 멘토링, 사업화 등을 지원해 성공적인 재창업을 유도한다.

 

이 밖에도, 중기부는 창업지원 역량이 우수한 대학을 창업중심대학(9개)으로 지정하고, 예산 775억 원으로 (예비)창업기업 약 800개 사를 선정해 사업화 자금을 지원한다.

 

더불어, 전국 17개 창조경제혁신센터를 통해 예산 364억 원으로 스타트업과 투자자 간 네트워킹, 투자설명회, 대·중견기업과의 다양한 개방형 혁신(오픈이노베이션) 활동 등을 지원한다.

 

서울시와 관악구 등 13개 자치구에서는 서울창업허브(4곳 110억 원), 핀테크랩(2곳 100억 원) 등 창업인프라를 조성하며, 관악S밸리를 중심으로 스타트업의 집적화 및 성장을 지원한다.
