산업통상자원부는 13일 한국무역협회과 공동으로 ‘2023년 제1차 통상산업포럼’를 개최, 자국우선주의 대응 및 신중동 붐 등 국내 기업에 최대로 유리한 통상 환경을 조성하기로 했다.
이를 위해 정부와 업계가 공동으로 수출 및 투자 확대를 위해 신흥경제권으로 통상 네트워크 확대 등의 내용이 담긴 ‘2023년 통상 10대 과제’를 발표했다.
통상산업포럼은 정부와 산업계 간 통상 현안을 논의하기 위해 2013년에 구성된 통상 분야의 민관 협업 채널이다. 이날 행사에는 주요 업종 협·단체, 수출·투자 지원·연구기관이 참여했다.
올해 통상 10대 과제는 ▲자국우선주의 통상 리스크 선제적 대응 ▲신흥경제권으로 통상 네트워크 확대 ▲수출·투자를 견인하는 통상 역할 강화 ▲국격에 걸맞은 국제사회 기여라는 4개의 정책 방향에 맞춰 설정됐다.
정부는 우선 성장 잠재력이 높은 신흥국과 기존 자유무역협정(FTA) 체계에 공급망·디지털·기술전수 등의 협력 요소를 가미한 경제동반자협정(EPA) 방식의 신개념 FTA를 추진한다.
구체적으로 걸프협력위원회(GCC), 에콰도르, 과테말라 등 중동과 중남미 국가를 상대로 올해 10개국 이상과 이런 방식의 FTA 체결을 목표로 협상을 진행할 계획이다.
또 관세 협상보다는 협력 모멘텀 확보 및 우리 기업의 시장 참여 기회 확대에 집중한 비구속적 협력 MOU인 무역투자촉진프레임워크(TIPF) 체결에 집중할 예정이다.
이를위해 중동·중남미·동유럽·중앙아·아프리카 국가를 중심으로 올해 20개국 이상과 TIPF 체결을 목표로 협의를 추진한다.
이외에도 산업부와 협회는 최근 교역이 늘어나고 있는 중동과 아세안, 인도와의 호혜적 협력을 통해 수출과 투자 기회를 대폭 확대한다.
특히 중동과는 韓·중동 경제협력 민관추진위원회를 구렁해 중동 진출 우리 기업을 지원하고, 셔틀 경제협력단을 수시 파견해 협력 사업을 발굴하고 후속 조치 이행을 점검한다.
산업과 에너지 공급망 네트워크도 강화한다.
우리 기업의 핵심 광물 확보를 지원하기 위해 캐나다, 필리핀, 말레이시아 등의 협력국을 선정해 올해 안에 공급망 협력 MOU를 5건 이상 체결하는 데 노력하기로 했다.
또 첨단 전략기술 외국인 투자에 대한 현금 지원을 기존 40%에서 50%로 확대하고, 현금 지원 대상인 기업의 범위를 확대한다는 내용도 과제에 담겼다.
이창양 장관은 “올해 통상은 우리 기업의 수출 확대와 기업 투자 여건 개선에 그 역량을 집중하겠다”며 “IRA(미국 인플레이션 감축법) 대응 경험을 살려 우리 기업의 피해는 최소화하고 기회 요인은 최대화하겠다”고 강조했다.
