1,000 Trillion Won to Fuel 'K-Green Great Transformation': Moving Beyond Carbon Reduction to New Growth Engines
'K-GX Strategy' National Briefing Held to Unveil Green Transition Plan (2026–2035)
Decarbonization Drive for Five Major Greenhouse Gas-Emitting Industries (e.g., Steel, Petrochemicals)
Targeting 100GW Renewable Energy & 70% EV Share for New Cars; Fostering 10 Key Green Industries
[Saganui Naemak / Reporter Moon Hong-cherl] = The government will launch the "Korean-style Green Great Transformation" (K-GX) in earnest, investing 1,000 trillion won—sourced from public funds and climate finance—over the next decade.
The initiative supports the decarbonization of five major greenhouse gas-emitting industries, such as steel and petrochemicals, while pursuing goals to deploy 100GW of renewable energy by 2030 and ensure that over 70% of new vehicle sales are electric or hydrogen-powered by 2035.
The government also plans to foster ten key green industries—including electric vehicles (EVs), batteries, solar power, wind power, and Small Modular Reactors (SMRs)—to transform the green transition into a new engine for economic growth.
On the 7th, the government held a national briefing on the K-GX strategy at the Korea Chamber of Commerce and Industry (KCCI) in Jung-gu, Seoul, announcing the Green Transition Plan (2026–2035) based on these core initiatives.
During the briefing, relevant ministries outlined the key details of the K-GX strategy and the direction for ten "signature projects," while representatives from four leading companies—Hanwha Qcells, POSCO Holdings, LG Electronics, and Samsung Electronics—presented their respective signature projects. This strategy was formulated based on discussions held by the public-private joint "K-GX Task Force," which comprises relevant government ministries, business organizations—such as the Korea Chamber of Commerce and Industry (KCCI)—and major industry associations.
The K-GX strategy outlines three key directions: "New Growth Engine K-GX," aimed at boosting industrial competitiveness through technological innovation and securing a leading position in global high-value-added markets; "K-GX for All," designed to leverage regional capabilities and foster inclusive growth without leaving any demographic behind during the transition; and "Sustainable K-GX," focused on eliminating uncertainty and creating a private-sector investment ecosystem through government "seed funding" and reliable policies.
◆ New Growth Engine K-GX
To establish K-GX as a new growth engine, the strategy first targets the decarbonization of key processes within Korea’s five major industries—steel, petrochemicals, cement, semiconductors/displays, and oil refining—which are also the country's largest greenhouse gas emitters. It also aims to increase the supply and consumption of eco-friendly fuels and raw materials. Through these measures, the plan seeks to accelerate the green transition by reducing greenhouse gas emissions and expanding the production of eco-friendly, high-value-added products.
In the steel industry, the goal is to lead the emerging "green steel" market by achieving the world's first mass production of steel using hydrogen reduction technology, following a demonstration project for a 300,000-ton capacity hydrogen reduction steelmaking plant by 2030. To support this, plans are being developed to provide stable supplies of low-cost electricity, contingent on the establishment of hydrogen production facilities and corporate investment.
The petrochemical and oil refining industries will increase the production of eco-friendly, high-value-added products by developing electric Naphtha Cracking Center (NCC) technology and expanding the use of eco-friendly fuels. In the cement industry, core low-carbon technologies—such as multi-component blended cements designed to reduce emissions—are being developed, while the semiconductor and display sectors are pursuing technology to replace major process gases with low-GWP (Global Warming Potential) alternatives.
To ensure energy security, the government aims to achieve 100 GW of renewable energy capacity by 2030; this involves comprehensively identifying sites for solar and wind power projects and formulating detailed measures to lower renewable energy generation costs.
Power grid infrastructure will also be established to support large-scale renewable energy generation facilities.
Plans are in place to secure additional transmission capacity by upgrading existing power lines to high-capacity versions by 2030 and to foster industries such as direct current (DC) power transmission and distribution, which enable electricity generated at renewable energy complexes to be supplied directly to end-users.
Furthermore, the transportation sector will aim to reduce greenhouse gas emissions while proactively securing a leading position in the next-generation mobility market.
To increase the share of electric and hydrogen vehicles to over 70% of new vehicle sales by 2035, the government will establish a subsidy system for eco-friendly fuels and accelerate adoption by restructuring electric vehicle subsidies to account for regional renewable energy production.
Decarbonization across the entire transportation sector will be achieved through widespread electrification, encompassing public transport (such as railways and buses), two-wheeled vehicles, construction equipment, and port operations and vessels. To achieve a green transition, the government aims to elevate the nation into a powerhouse of green manufacturing by intensively fostering ten key green industries: electric vehicles (EVs), batteries, solar power, wind power, small modular reactors (SMRs), power equipment, power semiconductors, heat pumps, hydrogen, and CCUS (carbon capture, utilization, and storage).
The goal is to strengthen the domestic production base and secure global market leadership through measures such as setting targets for technology development and commercialization, supporting R&D, and introducing tax credits for domestic production.
The government will support "super-gap" technological innovations across these key green industries—such as developing technologies to stabilize EV supply chains (e.g., rare-earth-free drive motors), demonstrating and commercializing next-generation batteries (e.g., all-solid-state batteries), and achieving the world's first commercialization and mass production of next-generation solar cells by 2028. It will also lay the groundwork to become a green manufacturing powerhouse by rebuilding domestic supply chains, including designating key solar power components as items of economic security importance.
Additionally, the government will provide intensive support to climate-tech startups that possess outstanding technology but face difficulties in commercialization due to structural limitations.
It will back their growth into "unicorn" companies by providing in-depth support for innovative R&D projects tailored to each growth stage (early, growth, and expansion), expanding testbeds for demonstration, and offering comprehensive support packages worth up to 10 billion won to promising climate-tech firms.
◆ K-GX for All
To realize "K-GX for All," the government will identify representative regional Green Transformation (GX) models—centered on the "5 Poles and 3 Special Zones" strategy—based on local demand and industrial characteristics, while also fostering regional GX hubs. A key initiative involves establishing an ecosystem in the Naju Energy-Specialized City—centered around the Korea Electric Power Corporation (KEPCO) and the Korea Institute of Energy Technology (KENTECH)—that spans the entire value chain from technology development to investment and startup creation.
Under the Jeju-style carbon neutrality model, the province aims to transition all new vehicle registrations to electric vehicles by 2035 and will pilot leading decarbonization projects, such as heat pumps, ESS (Energy Storage Systems) for distribution grids, and VPPs (Virtual Power Plants).
Furthermore, the government intends to move away from structures that rely heavily on fossil fuels and high energy consumption in both land development and daily living environments.
It plans to create and expand "carbon-neutral leading cities" that support urban solar power, distributed energy resources, and the shift to electric mobility, while mandating "green remodeling" for energy-intensive public buildings.
Heating systems will also be overhauled; for instance, existing support programs for fossil-fuel-based heating will be replaced with initiatives promoting the adoption of heat pumps.
To address extreme weather conditions that could impair productivity, the government will establish a customized assessment system for businesses to proactively and precisely diagnose climate-related risks.
Additionally, the government plans to encourage investment in climate adaptation by providing financial and fiscal support for facility upgrades aimed at preventing climate-related disasters in sectors vulnerable to the climate crisis, such as aging industrial complexes, shipbuilding, and logistics.
Finally, to ensure a "soft landing" for existing workers transitioning to eco-friendly industries, the government plans to designate "Just Transition Special Zones" within the year. Tailored support—such as vocational training and financial incentives—will be made available to regions expected to undergo socio-economic changes due to their designation as special zones; additionally, plans are underway to establish relevant legislation alongside a "2040 Coal Power Transition Roadmap" to assist workers at coal power plants slated for closure.
◆ Sustainable K-GX
To reduce uncertainty in the green transition market and stimulate private investment, the government plans to mobilize a total of 1,000 trillion won in funding over the next decade, comprising 200 trillion won in public funds and over 790 trillion won in climate finance.
To this end, the government will significantly expand the Climate Response Fund and establish the institutional framework and detailed implementation plans for green sovereign bonds by the first half of next year.
The 790 trillion won in policy financing will be prioritized for regional areas (over 50%) and small and medium-sized enterprises (SMEs) and middle-market enterprises (over 70%); furthermore, the government plans to launch full-scale "transition finance" to establish a financial system that supports the eco-friendly transformation of high-emission industries.
The government will also implement bold tax incentives and regulatory improvements during the initial stages of the green transition.
Plans include expanding tax support by introducing domestic production tax credits for core components and equipment—such as solar power, wind power, and secondary batteries—and pursuing the designation of Small Modular Reactors (SMRs) as a "national strategic technology."
Additionally, the government will amend the Circular Resource Economy Act to create special regulatory zones and implement institutional reforms to ease regulations, such as providing a "fast-track" licensing process for companies possessing core GX technologies. ◆ K-GX Signature Projects
Following the K-GX strategy, the "Top 10 K-GX Signature Projects"—flagship initiatives designed to link national objectives with the green transition of businesses—comprise four key areas: achieving self-reliance in clean energy supply chains, decarbonizing core national industries, electrifying all modes of transportation, and implementing the green transition (GX) in residential spaces.
At the briefing, presentations were made on projects including the localization of core clean power generation materials and perovskite tandem solar cell technology (Hanwha Qcells), the establishment of a decarbonized industrial ecosystem based on steel industry GX (POSCO Holdings), and the expansion of GX in residential spaces (a joint initiative by LG Electronics and Samsung Electronics).
Through the K-GX strategy, the government plans to concentrate all its capabilities on realizing a green future for South Korea. It aims to go beyond merely responding to the climate crisis and instead completely overhaul the nation's economic structure, transforming the country into a powerhouse of green manufacturing through "One Team" cooperation with the private sector.
