한-베트남, '신규 원전' 개발 협력…자원 안보 협력 방안 모색도

[사건의내막 / 문홍철 기자] = 산업통상부는 22일(현지시간) 이재명 대통령의 베트남 국빈방문을 계기로 열린 양해각서 교환식에서 양국 원전기업 간 '원전 개발 협력 가능성 검토 MOU'가 체결됐다고 23일 밝혔다.

한국전력공사와 베트남 산업에너지공사(PVN)가 체결한 MOU는 한국형 원전의 베트남 진출 기반을 마련한 것으로 평가된다.

양국 기업은 지난 8월 또럼 당서기장의 방한을 계기로 '원전 분야 인력양성 협력 MOU'를 체결하며 원전 협력을 본격화한 바 있으며, 이번 MOU 체결로 양국 간 원전 협력이 신규 원전 건설로 확대됐다.

향후 한전과 PVN은 '닌투언 2' 원전 건설을 위해 원전 공급망 협력, 사업 수익성 분석 협력 등을 본격 추진해 나갈 계획이다.

한편 김정관 산업통상부 장관은 정상회담에 앞서 레 마잉 훙 신임 산업무역부 장관과 면담을 가졌다. 이 회담에서 '닌투언 2' 원전 협력 방안을 논의했으며, 자원 안보 및 희토류 등 핵심 원자재 공급망 협력 체계 구축도 지속적으로 긴밀히 협력하기로 했다.

또한 베트남 진출 원전·에너지기업 간담회 때 제기됐던 LNG발전소 금융조달 문제와  희토류 수급 확보 등 우리 기업의 애로에 대해서도 협조를 당부했고, 베트남 원유 비축기지 건설시 많은 한국기업이 참여할 수 있도록 요청했다.

아울러 올해 상반기 서울에서 제15차 한-베 산업 및 제9차 FTA 공동위를 개최하기로 합의했다.

한편 산업통상부와 베트남 산업무역부는 양국 간 '수출통제 협력 양해각서'를 23일 하노이에서 체결한다.

베트남은 지난해 10월 전략물자 수출허가 제도를 처음 도입함에 따라 현지에 진출한 우리 기업들의 관심이 높다.

이번에 체결한 MOU를 통해 양국 수출통제 당국 간 정례적 소통 채널을 신설하고 신규 통제조치 도입 등을 사전 공유함으로써, 베트남 진출 기업들의 불확실성을 줄이고 첨단산업 공급망 안정화에도 기여할 것으로 기대된다.

산업통상부 관계자는 "교역·투자 3위 국가이며 제조 수출 전진기지인 베트남과 경제 연대를 계속 강화하고 양국의 기업활동을 적극 지원하겠다"고 밝혔다.
