The government plans to accelerate the supply schedules for major public sites, including the 3rd generation new towns, Taereung, and Seongnam, and will also review financial support and deregulation for redevelopment and reconstruction projects.
In addition, it plans to improve the quality of public rental housing and expand its supply for young people, while increasing the supply of rental housing by establishing a public purchase rental REIT. It will also work to establish a fair real estate market order by promoting the "Safe Trust" project to protect Jeonse deposits and pushing for the establishment of a Real Estate Supervisory Board to block market disruptions.
**Securing K-Supply Chains and Energy Self-Reliance**
The government will strengthen the domestic production base to build a supply chain that remains resilient to external shocks. It will introduce domestic production tax credits for strategic items necessary for economic security and the green transition, and promote the self-sufficiency of the urban mining industry to achieve a 20% recycling rate for key minerals.
Furthermore, it will expand stockpiled volumes and storage facilities for strategic materials such as key minerals and petroleum, and will review the construction of advanced stockpiling bases. We plan to secure a stable supply chain by expanding overseas investment in key mineral development and refining, while minimizing supply risks for raw materials highly dependent on specific countries through diversification of import sources and low-interest financial support.
We will also strengthen the foundation for the expansion of renewable energy and energy independence for decarbonization.
We will actively pursue the expansion of renewable energy with the goal of deploying 87 GW of solar power and 9 GW of wind power by 2030.
We will accelerate deployment through public-led site identification, the expansion of agro-solar power, support for offshore wind licensing, and the securing of dedicated vessels, while establishing a foundation for stable power supply by rapidly constructing the West Coast submarine transmission network.
In addition, we will promote the expansion of heat pumps and pilot projects for zero-energy homes, and support the decarbonization transition of major industries such as steel, petrochemicals, cement, and semiconductors. R&D and investment in future green industries, such as Small Modular Reactors (SMRs), electric vehicles, batteries, and next-generation solar and wind power, will be expanded, and there are plans to inject 790 trillion won in policy financing into the climate sector over the next 10 years.
Strategic economic cooperation will also be strengthened.
Economic cooperation with major countries, including the Middle East, the United States, China, and India, will be expanded to respond to changes in the global supply chain.
Financial support and infrastructure cooperation will be expanded in the Middle East, while Korea-U.S. strategic investments and cooperation in the shipbuilding industry will be strengthened with the United States. Negotiations in the service and investment sectors will continue with China, and improvements to the Comprehensive Economic Partnership Agreement (CEPA) and expanded industrial cooperation will be pursued with India.
◇ Rebounding Potential Growth Rate… Two-Track Strategy of 'Three Major Mega-Projects' and 'Region-Led Growth'
As a national growth strategy to rebound the potential growth rate, 'fostering global super-gap growth engines' and 'strengthening region-led growth' were presented as the two main pillars. The plan is to establish a foundation for sustainable growth through regional innovation and balanced development, while simultaneously fostering future strategic industries such as semiconductors, artificial intelligence (AI), and physical AI.
**Fostering Global Growth Engines with Super-Gap**
The government plans to secure a significant lead in the global competition for technological supremacy by pursuing three major mega-projects centered on semiconductors, AI data centers, and physical AI.
In the semiconductor sector, memory semiconductor production capacity in the Seoul metropolitan area will be doubled within five years, and 800 trillion won will be invested in the creation of a semiconductor cluster in the Southwest region. The Chungcheong region will be developed as a hub for HBM packaging, while the Yeongnam region will be fostered as an innovation hub for next-generation semiconductors and materials, components, and equipment. Furthermore, industrial competitiveness will be strengthened through the expansion of R&D for next-generation AI semiconductors, the training of 100,000 semiconductor specialists, and the establishment of a full-cycle support system for power semiconductors.
In the AI sector, 550 trillion won will be invested in the construction of an 8.4GW AI data center, and plans are underway to secure 50,000 GPUs and establish a National AI Computing Center. The plan is to revitalize the data economy by establishing data standardization and an integrated system for providing AI training data, and to expand international cooperation through the creation of a global AI hub.
In the field of physical AI, the government will develop a general-purpose world model and a robot foundation model to identify demand for AI applications in various industries, including manufacturing, care services, and agriculture. Regarding AI robots, the government aims for commercialization by 2028 by developing specialized models for 10 major industries and accelerating the AI transformation (AX) of the manufacturing sector through the field deployment of 1,000 units annually.
In addition to existing strategic industries, the government is embarking on the cultivation of hyper-innovative growth engines to secure future growth engines.
Sensors, actuators, and secondary batteries for humanoid robots will be newly designated as leading projects for the hyper-innovative economy to intensively foster core component technologies. In the pharmaceutical and bio sectors, the goal is to enter the global top 5 bio industry by promoting AI-based new drug development and the establishment of bio data platforms.
In the defense sector, the government aims to become one of the top four defense powerhouses by establishing a Korean-style In-Q-Tel (IQT) and expanding rapid pilot projects. Meanwhile, in the space and aviation sector, it plans to launch a lunar lander early by 2030 and establish a low-orbit satellite communication network by 2035.
In parallel, it will foster a digital financial ecosystem by improving regulations to cultivate the AI agent industry, as well as implementing blockchain-based government bond tokenization, institutionalizing digital assets, and legislating stablecoins.
Furthermore, the government will comprehensively overhaul the research and development (R&D) system and policy financing to support the growth of advanced industries.
It will expand challenge-oriented R&D focused on strategic technologies and establish a system for investment-oriented R&D and the commercialization of research outcomes to create a virtuous cycle extending from technology development to commercialization.
The government also plans to nurture government-funded research institutes into representative national research organizations while strengthening research autonomy and an environment conducive to immersion. In addition, the government plans to supply large-scale public and private capital to strategic industries such as semiconductors, AI, and aerospace through the expansion and reorganization of the sovereign wealth fund, including the establishment of a strategic investment account at the Korea Investment Corporation (KIC), and the creation of additional National Growth Funds.
**Strengthening Region-Led Growth**
The government will fully implement the "5 Regions, 3 Special Zones" growth strategy to establish a region-led growth system.
It will select growth industries by region and provide package support including fiscal, financial, tax, and regulatory relief measures. Furthermore, it will promote corporate investment and industrial agglomeration through the creation of Mega Special Zones. Centered on R&D Special Zones, it will revitalize autonomous regional R&D and deep tech startups, and build regional innovation ecosystems.
The government plans to boost regional economic vitality by expanding the designation of Startup Cities, strengthening tax incentives for venture investment in non-metropolitan areas and Regional Growth Funds, and fostering local startups and commercial districts. Moreover, it will accelerate the decentralization of national functions to regions by pursuing the second phase of the relocation of public institutions to provincial areas.
It will also accelerate the expansion of living infrastructure to improve conditions for settling in the regions. The local currency and Hometown Love Donation System will be expanded, and the areas providing basic income for rural and fishing communities will be increased. In addition, tourism revitalization policies, such as half-price travel programs and accommodation discount voucher support, will also be expanded.
The plan is to establish regional living zones encompassing housing, culture, education, and medical services, and to enhance regional accessibility by expanding transportation networks such as wide-area roads, railways, and airports. Furthermore, it aims to cultivate talent tailored to the demands of local industries and establish a region-specific employment system through initiatives such as the creation of shared universities and AI hub universities.
It will also lay the groundwork for regional growth.
To strengthen this growth foundation, fiscal, tax, and public procurement systems will be restructured to prioritize regional interests.
The effectiveness of financial support will be enhanced by expanding preferential programs for regional areas and introducing a regional preferential index. Tax credits for corporate investment, R&D, and employment in regional areas will be expanded, and tax benefits for employees of local SMEs and local startups will be strengthened.
In addition, the policy intends to expand preferential treatment systems for local companies and businesses in areas experiencing population decline within the public procurement process, thereby broadening market channels for regional enterprises and boosting the self-sufficiency of the local economy.
◇ Responding to Structural Issues… Concentrating Policy Capabilities on Overcoming Polarization
The government presents overcoming polarization as a core task for addressing structural issues. While responding to the restructuring of industry and employment caused by AI, the government will concentrate its policy capabilities on supporting youth, fostering the growth of small and medium-sized enterprises (SMEs) and small business owners, and mitigating labor market disparities.
**Overcoming Polarization**
The government will prepare and implement a Basic Plan for Employment Stability during Industrial Transition to proactively respond to the employment impact of AI.
It will establish an Industrial Transition Job Information Hub and develop the Korean AI Exposure Index (K-AIOE) to analyze the impact of AI by job function. Furthermore, it will strengthen industrial transition analysis capabilities to continuously monitor employment impacts.
Customized AI education will also be expanded for youth, SMEs, and local regions. Advanced and digital vocational training for youth will be expanded, and AI specialists will be fostered through the operation of the KDT AI Campus.
Regions facing significant impacts from industrial transition will be designated as "Special Districts for Just Transition" to support career changes and re-employment for local companies and workers, as well as the development of new industries. Additionally, eligibility requirements for employment retention subsidies and recruitment incentives will be eased. In addition, comprehensive support measures will be implemented to reduce the burdens faced by young people regarding employment, assets, housing, marriage, and childbirth.
First, by 2030, over 200,000 young professionals will be trained in the three major mega-projects and high-tech industries, and more than 200,000 high-quality jobs will be created across both the private and public sectors.
Employment competency enhancement programs will be expanded, and a platform connecting professionals with companies and a "Career Bank" for integrated career information management will be established.
Support at each stage of labor market entry will also be strengthened. The Youth-Specific Track of the National Employment Support System will be reorganized, and initiatives such as the expansion of the Youth Job Leap Incentive, tax reforms friendly to youth employment, and financial support for youth startups will be pursued.
To facilitate asset formation, a Youth-Type Individual Savings Account (ISA) will be newly introduced in the first half of next year, and a support system for asset formation based on the life cycle will be established. The supply of public rental housing preferred by young people will be expanded, support for Jeonse deposit return guarantees will be strengthened, and support for the Culture and Arts Pass will be expanded.
Disadvantages associated with marriage and childbirth will also be reduced. Income requirements for housing loans for newlywed couples will be improved, and a special supply for newborns will be established. Additionally, the system will be reformed to allow young people residing in public rental housing to extend their contracts even after marriage.
Support for growth and recovery will also be provided for small and medium-sized enterprises (SMEs) and vulnerable groups.
Through the "Startup Project for All," a foundation will be laid for any citizen to take on the challenge of starting a business. Furthermore, an innovative startup ecosystem will be established by linking startup funds and investments with AI competitions. Startups in the fields of deep tech and climate tech will also be actively fostered.
SMEs will transition to a customized support system tailored to their growth stages. Support will be concentrated on companies with high growth potential, and the "Jump-Up Program" will be expanded to facilitate their growth into mid-sized enterprises.
For small business owners, support will be provided for lifestyle-oriented R&D and the development of traditional markets and alley commercial districts. Additionally, management crises will be addressed in advance through an AI-based system for early detection of crisis signs.
Protection for vulnerable groups will also be expanded. The Earned Income Tax Credit (EITC) system will be improved, and eligibility for Employment Insurance will be expanded by restructuring the coverage criteria to be income-based. The social safety net will also be strengthened by raising the standards for livelihood benefits and introducing a customized self-reliance support system.
Labor market disparities will also be alleviated.
The enactment of the Framework Act on the Rights of Working People will be pursued, and protection measures for special employment and platform workers will be established. A supra-enterprise bargaining model will be developed, and health protection measures for night workers will be formulated.
While improving the treatment of fixed-term workers and promoting the introduction of appropriate wages and fair allowances in the public sector, the government plans to review flexible work systems that consider the characteristics of AI R&D and support the expansion of diverse work arrangements.
**Full-scale Launch of Structural Innovation**
To improve the fundamental structure of the economy, the government will embark on full-scale structural innovation centered on expanding productive finance, public innovation, demographic response, pension reform, regulatory innovation, and safety enhancement.
First, the capital market and financial system will be transformed to focus on productive investment.
A Productive Finance ISA will be established, and the foreign investment environment will be improved to expand demand for the domestic stock market. We will disclose productive financial performance by financial institutions and encourage the enhancement of corporate value for low-PBR companies, while simultaneously establishing a foundation for the growth of innovative companies through measures such as the KOSDAQ promotion/relegation system and the expansion of special listings for technology companies.
Real estate finance will be restructured to focus on actual demand. We will curb loans for speculative purposes, rationally adjust policy loans and Jeonse guarantees, and actively pursue the internationalization of the Korean Won and inclusion in the MSCI Developed Markets Index.
We will institutionalize innovation in public administration, taxation, and fiscal policy.
We will enact the Framework Act on National Assets to promote the K-Asset Project, which integrates the management of assets for the state, local governments, and public institutions, and establish an AI-based national asset management system.
We will conduct a comprehensive review of tax expenditures, redesign the family business inheritance tax deduction system, and implement the largest-ever expenditure restructuring. We will also pursue reforms to the Education Finance Grant and earmarked taxes. Public institutions will pursue strategic restructuring and the consolidation of similar or overlapping organizations. Furthermore, innovation in public procurement will be promoted through the establishment of a Korean-style OTA contracting system to secure innovative technologies and the reform of the innovative product system.
Efforts will also be made to address population decline and foster talent.
First, policies to address low birth rates and secure talent will be expanded.
The eligibility for child allowances will be gradually expanded, and additional support will be provided to regions experiencing population decline. Standards for establishing daycare centers in multi-unit housing will be improved, and support for part-time childcare and multi-child families will be expanded.
A roadmap for integrated support of foreign workers will be established, and the goal of attracting 2,000 outstanding overseas talents will be pursued through measures such as the expansion of top-tier visas.
The regional talent development system will also be strengthened through intensive support for the specialization of local private universities and the reorganization of functions among universities.
In addition, a multi-layered retirement income security system encompassing the Basic Pension, National Pension, Retirement Pension, and Housing Pension will be established. The Basic Pension will be restructured to focus on low-income groups, and support for National Pension premiums for young people and the expansion of military service credits will be pursued.
Regarding retirement pensions, mandatory enrollment at all workplaces will be implemented in stages, fund-type retirement pensions will be introduced, and expanded enrollment for special employment and platform workers will be promoted. The Housing Pension will also be revitalized by supporting vulnerable groups and enhancing ease of enrollment.
Regulations that hinder economic activity will be comprehensively overhauled.
Administrative and economic penalties will be reviewed from scratch to be rationalized, and outdated regulations in core industries, new industries, and service industries will be improved to align with global standards.
Regulations for new industries such as drones and autonomous ships will be streamlined, the enactment of the Framework Act on Service Industry Development will be pursued, and the regulatory innovation system will be strengthened through the Regulatory Sandbox Integrated Management Act.
To realize a safe nation, the level of safety management will be raised across industrial sites and the overall lives of citizens.
A large-scale fact-finding survey will be conducted on factories and warehouses nationwide, and fire safety standards will be significantly strengthened. At the same time, policy financing and tax support for corporate safety investments will be expanded. We will strengthen safety management for specially employed workers and small-scale workplaces, and clarify safety responsibilities throughout the entire process, from ordering to construction, through the enactment of the Special Act on Construction Safety. In addition, we plan to promote the establishment of a safety culture through measures such as a reward system for reporting safety violations and tax incentives for small and medium-sized enterprises to invest in safety equipment.
