[사건의내막 / 문홍철 기자] = 이재명 대통령과 에마뉘엘 마크롱 프랑스 대통령이 현지시간 7일 공동 의장으로 참석한 국제 영화·영상 분야 회의 '뤼미에르 서밋' 개막식에서 양국은 '국제 영화·영상산업 투자 협력 구상(뤼미에르 파트너십)' 출범을 선언했다.

 

'뤼미에르 파트너십'은 양국이 향후 5년간 각각 5억 유로(약 8000억 원)를 자국 영화·영상산업에 투자하는 것을 목표로 한다.

 

문화체육관광부는 한국과 프랑스가 공동 의장국을 맡아 이날 프랑스 생폴드방스 마그 재단에서 개최한 국제 영화·영상 분야 회의인 '뤼미에르 서밋(The Lumière Summit)을 계기로 한국 기업과 정부 및 공공기관이 국제 영상산업의 핵심 주체들과 만나 실질적인 협력을 약속하는 성과를 거뒀다고 8일 전했다.

 

이번 '서밋'에는 전 세계 50여 개국의 영화·영상 관련 정부, 기업, 공공기관, 창작자 200여 명이 함께했다.

 

한국과 프랑스 수교 140주년을 기념해 열린 이번 '서밋'은 영화의 탄생지인 프랑스에서 영상 분야 최초로 다자간 대응 체계를 구축하고 향후 영상 콘텐츠와 영상 매체의 새로운 가치 창출과 지속 가능성을 모색하기 위해 마련됐다.

 

아울러 양자 간 콘텐츠 제작-투자-유통 협력 방안을 구체화하기 위해 한국 문체부와 프랑스 문화부 등 양국 유관기관이 참여하는 '운영위원회(steering committee)'를 구성할 계획이다.

'뤼미에르 파트너십'은 올해 6월 최휘영 문체부 장관이 카트린 페가르 프랑스 문화부 장관을 만나 처음 제안하고 프랑스 문화부가 이에 공감하며 결실을 맺었다.

 

온라인동영상서비스(OTT)의 확산과 인공지능(AI)의 발전 등 영화·영상산업의 대전환기에 대응해 양국은 자국 산업에 대한 과감한 정책금융 투자로 창작 생태계를 살릴 예정이다.

 

'서밋' 내 공식 프로그램인 '국제-지역 간 공동 번영을 위한 원탁회의'와 연계해 열린 업무협약 교환식에서는 한국과 국제 콘텐츠 기업·기관 간 협약이 잇따랐다.

 

국내 콘텐츠 제작사 SLL은 유럽 최대 미디어 그룹 미디어완과 양사가 보유한 지식재산(IP) 포맷의 한국 및 유럽 현지화 리메이크와 세계 시장을 겨냥한 다장르 공동제작 사업을 본격 발굴하는 데 뜻을 모았다.

 

네이버와 프랑스 국립시청각연구소(INA)는 인공지능 기술과 시청각 문화유산 아카이브를 결합하기 위한 전략적 업무협약을 체결했다.

 

영화진흥위원회는 미국영화협회(MPA)와 신인 발굴 및 인재 양성, 전문 인력 교류, 정보 및 지식 교류, 상영 행사 등 다양한 분야에서 포괄적 상호 협력을 약속했다.

 

한편 최휘영 장관은 '서밋'에 참석한 알레산드로 줄리 이탈리아 문화부 장관과도 만나 '한-이탈리아 영화 공동제작 협정'에 서명했다.

 

올해 1월 한-이탈리아 정상회담 당시 조르자 멜로니총리의 제안으로 시작된 이번 협정은 한국과 유럽연합(EU) 회원국 최소 2개국 이상이 참여해야 했던 기존 시청각공동제작협정의 요건적 한계를 보완하고 양국 간 독자적이고 강력한 영화 공동제작 협력 기반을 마련한 것이라는 점에서 의미가 크다.

 

양국이 공동 제작물로 인정한 영화는 자국 영화로 인정돼 영화 발전 기금 인센티브와 세액공제, 지원금 등 다양한 혜택을 받을 수 있고 제작 인력과 장비의 원활한 이동도 보장된다.
