이번 협약은 지난 2022년 체결된 첫 번째 협약의 협력 성과를 바탕으로 보호 범위를 음식물 배달 종사자에서 소화물 배달 종사자 전반으로 확대하는 것이다.

 

최근 급성장 중인 배달대행 시장과 폭염·한파 등 기후위기 심화에 대응해 배달 종사자 보호 강화가 필요하다는 공감대 아래 마련됐다.

우선 정부와 기업들은 이번 협약을 통해 배달 플랫폼 운영 전반에서 종사자 안전을 우선 고려하도록 뜻을 모았다.

 

특히 배달시간 설정과 인센티브 및 배달 기회 부여 방식이 종사자의 무리한 운행으로 이어지지 않도록 하는 동시에, 주행 중 불필요한 응답 요구를 최소화하고 필수 기능 중심으로 배달 플랫폼을 설계·운영한다.

 

폭염과 한파로부터 종사자를 보호하는 조치도 새로이 추진된다.

 

정부와 배달 플랫폼 기업은 생수와 냉·난방용품 등 필수 안전 물품을 지원하는 한편 종사자가 쉬어갈 수 있는 쉼터를 확충한다.

 

또한 배달 플랫폼 기업은 기상 악화 시 주의사항 및 대처요령을 신속하게 안내하도록 하고, 종사자의 자율적 휴식을 보장해 종사자가 자신의 생명과 안전을 위한 멈춤을 선택할 수 있는 환경을 조성한다.

배달 플랫폼 기업은 이번 협약 이행의 일환으로 폭염·호우 등 여름철 기상 악화에 대비하기 위한 계획을 공유했다.

 

'우아한청년들'은 수도권 이마트24 편의점 3000여 곳에 쉼터를 운영해접근성을 대폭 강화하고 전국 배민 B마트에서 생수를 상시 제공한다. 또한 폭염 시 1시간 이내 10분 이상 휴식 권고, 배달시간 관련 독촉이나 페널티 정책 미시행 등 선제적 여름철 기상 악화 대응체계를 운영할 계획이다.
