한-브라질 우주협력 확대…발사 규제 협력·중남미 진출 지원

[사건의내막 / 문홍철 기자] = 한국과 브라질이 브라질 발사장 활용 등 실질적인 우주 협력을 본격화하고 국내 우주기업의 중남미 시장 진출을 위한 협력 기반을 마련했다.

우주항공청은 27일(현지시간) 브라질 브라질리아에서 브라질 우주청(AEB)과 '평화적 우주 이용을 위한 협력 양해각서(MOU)'를 체결했다고 밝혔다.

이번 MOU는 우주항공청 출범 이후 중남미 국가와 체결한 첫 협력 양해각서로, 지난 2월 한-브라질 정상회담의 후속조치로 추진됐다.

양 기관은 이번 MOU를 통해 발사 허가 규제 협력, 달 탐사 및 관련 과학·기술·상업 활동, 우주산업 및 우주경제 개발, 위성 데이터 공유 등 분야에서 협력하기로 했다.

브라질은 적도 인근에 위치한 알칸타라 우주센터를 보유하는 등 우주 수송에 유리한 지리적 여건을 갖춘 국가다.

우주항공청은 발사 허가 규제 협력을 통해 관련 절차를 간소화하면 국내 우주기업의 해외 발사 애로를 줄이고 행정적·재정적 부담도 완화할 수 있을 것으로 기대하고 있다.

한편 우주항공청은 이번 이재명 대통령의 브라질 방문을 계기로 양국의 산업적 강점을 활용한 항공제조 분야 협력도 확대할 계획이다.

구체적인 협력 성과 창출을 위해 28일 오후(현지시간)에는 한국항공우주산업(KAI)과 브라질 항공기 제조사 엠브라에르 간 양해각서도 체결될 예정이다.

오태석 우주항공청장은 "이번 브라질 우주청과의 양해각서 체결은 우리 우주기업들이 발사 애로를 해소하고 브라질 시장으로 진출할 수 있는 실질적인 기반이 될 것"이라며 "항공제조 분야에서도 가시적인 협력 성과로 이어질 수 있도록 적극 지원하겠다"고 말했다.
