양국은 수교 125주년을 맞아 중소기업 지원 정책대화, 전문인력 교류, 기술협력, 비즈니스 매칭 사업 등을 추진해 우리 중소·벤처기업의 유럽시장 진출을 지원하고 스타트업 협력을 확대할 계획이다.
중소벤처기업부는 10일(현지시간) 벨기에 브뤼셀에서 벨기에 중소기업·자영업자부와 '중소기업 및 스타트업 협력' 양해각서(MOU)를 체결했다고 밝혔다.
이번 양해각서는 한국과 벨기에 수교 이후 중소기업 분야에서 양국 간 처음 체결한 협력 문서다.
중기부는 이번 협력을 계기로 우리 중소·벤처기업의 유럽 진출 기반을 확대하고 양국 스타트업 생태계 간 연계를 강화할 것으로 기대하고 있다.
벨기에는 서유럽의 지리적 중심에 위치한 유럽시장 진출 관문으로 꼽힌다.
창업 인프라와 기업 친화적 비즈니스 환경이 우수한 국가로 평가받고 있으며, 스타트업 전문기관 스타트업블링크(StartupBlink)의 2026년 평가에서 스타트업 생태계 세계 23위, 스타트업 지원 기능 12위를 기록했다.
특히 벨기에는 작은 내수시장을 극복하기 위해 창업 초기부터 글로벌 시장을 겨냥하는 딥테크 분야 강소기업이 발달해 있다.
이 때문에 우리 중소·벤처기업의 유럽 진출 전초기지이자 전략적 거점으로 활용할 필요성이 지속적으로 제기돼 왔다.
이번 양해각서에는 양국 정책대화를 통한 중소기업·스타트업 지원 강화와 전문인력 교류, 기술협력, 비즈니스 매칭 사업 추진 등 구체적인 협력 방안이 담겼다.
양해각서 체결 이후 노용석 중소벤처기업부제1차관은 엘레오노르 시모네 벨기에 중소기업·자영업자부 장관과 양자면담을 갖고 양국 간 정책 교류 확대 방안을 논의했다.
양측은 벨기에의 비즈니스 자원과 한국의 우수한 기술력을 연계한 스타트업 협력 필요성에 공감하고 교류 확대 방안을 모색했다.
노 차관은 오는 12월 한국에서 열리는 글로벌 스타트업 행사 '컴업(COMEUP) 2026'에 벨기에 정부 관계자와 스타트업을 초청하며 양국 협력 기반 확대에 나섰다.
또한 중기부가 올해부터 추진 중인 '모두의 창업' 프로젝트와 지난 5월 문을 연 글로벌 창업 협업공간 'SVC(Startup Venture Campus) 서울'을 소개하고 양국 간 창업정책 교류 확대를 제안했다.
노 차관은 같은 날 '벨기에 진출기업 간담회'에도 참석해 유럽연합(EU) 통상 규제 동향을 점검하고 현지 진출기업들의 애로사항을 청취했다.
간담회는 최근 중동 사태 등에 따른 물류 차질과 해외시장 진출 과정의 어려움을 점검하고 대응 방안을 논의하기 위해 마련됐다.
중기부는 앞으로도 유럽 현지 진출기업과의 소통을 확대하고 우리 기업의 글로벌 경쟁력 강화를 지원할 계획이다.
노용석 제1차관은 "이번 벨기에 연방정부와의 파트너십 구축을 계기로 우리 중소·벤처기업의 유럽 진출을 지원하는 실질적이고 역동적인 협력 체계를 가동해 나가겠다"고 말했다.

The Ministry of SMEs and Startups announced on the 10th (local time) that it signed a Memorandum of Understanding (MOU) on "SME and Startup Cooperation" with the Belgian Ministry of SMEs and Self-Employed in Brussels, Belgium.
This MOU marks the first cooperation document signed between the two countries in the SME sector since the establishment of diplomatic relations between Korea and Belgium.
